McIlvenna Bay Copper-Zinc Ramp-Up Tests Canada’s Push for Faster Mining With Indigenous Participation

SASKATOON, Saskatchewan — A new copper-zinc mine moving toward commercial production in Saskatchewan is emerging as an early test of Canada's effort to accelerate strategically important mining projects while linking government investment, lower-emission infrastructure and Indigenous participation to the country's critical-minerals strategy.

The McIlvenna Bay mine, located in Saskatchewan's Flin Flon Greenstone Belt, produced its first copper concentrate in June followed by zinc and pyrite concentrates in July and is ramping toward commercial production during the third quarter of 2026, Natural Resources Canada said in a September 2 update. More than 400,000 tonnes of material is ready for processing as the operation advances from construction toward full-scale production.

The transition is significant for a Canadian mining strategy increasingly focused on converting critical-mineral deposits into operating mines rather than leaving strategically important projects in prolonged development. McIlvenna Bay was referred to Canada's Major Projects Office in September 2025 as a project of national importance, with Ottawa identifying its copper and zinc output as relevant to clean energy, advanced manufacturing and secure North American and allied supply chains.

Its progress also provides a measurable case for assessing how Canada's emerging project-acceleration model works in practice. The federal Major Projects Office was created to coordinate departments, proponents and Indigenous partners around nationally significant projects, with an explicit mandate to move projects faster while maintaining environmental responsibilities and Indigenous rights.


McIlvenna Bay is now moving beyond its original development phase. Eldorado Gold is evaluating an increase in processing capacity from 4,900 tonnes per day to approximately 7,000 tonnes, alongside the potential addition of a silver-lead recovery circuit. Around 14,000 metres of exploration drilling is also planned or underway during 2026 as the company assesses further mining opportunities around the operation.

The expansion potential matters because copper has become one of the central materials in the global competition to build electricity grids, renewable-energy systems, electric vehicles and advanced manufacturing capacity. Zinc, meanwhile, remains crucial for galvanizing steel used in infrastructure, making McIlvenna Bay relevant to Canada's strategy beyond the mine's immediate economic footprint.

Ottawa has already committed substantial public support to the project. Natural Resources Canada provided up to C$20 million in 2024 for a hydroelectric transmission connection, substation and electric-vehicle charging infrastructure, while the federal Strategic Innovation Fund provided C$41 million in 2025 for clean technologies. The Canada Growth Fund later committed approximately C$156 million alongside co-investors to support development and construction.

Those investments have helped connect McIlvenna Bay to SaskPower's electricity grid through a new 85-kilometre transmission line and substation, allowing the operation to draw renewable electricity. Canada has promoted the project as a potential model for lower-emission mining, an increasingly important consideration as mineral-producing countries attempt to reconcile rapidly rising demand for transition metals with the environmental footprint required to extract them.


The project's Indigenous dimension is equally significant. Approximately 34% of McIlvenna Bay's current workforce is Indigenous, according to Natural Resources Canada, and collaboration agreements with impacted Indigenous groups include employment and training benefits. Federal project documents have also highlighted collaboration with the Peter Ballantyne Cree Nation as part of the mine's development.

McIlvenna Bay currently employs about 380 full-time workers, with employment expected to rise to approximately 450 once commercial production is reached. The mine's economic impact will extend beyond Saskatchewan because its copper concentrate is expected to be smelted in Quebec, linking extraction in western Canada with downstream processing elsewhere in the country.

That domestic connection illustrates another objective of Canada's critical-minerals policy: capturing more economic activity between extraction and finished industrial use rather than operating primarily as an exporter of raw mineral resources. Governments across mineral-rich economies are increasingly trying to connect new mines with domestic processing, infrastructure and manufacturing as geopolitical competition reshapes global supply chains.

McIlvenna Bay's expected production is initially modest relative to some of the world's largest copper operations. Canada expects the mine to produce between five million and 10 million pounds of copper in 2026, alongside 3,000 to 6,000 tonnes of zinc, 5,000 to 10,000 ounces of gold and 100,000 to 200,000 ounces of silver.

Its longer-term contribution is considerably larger. Based on the March 2025 feasibility study cited by the federal government, the operation has an expected mine life of at least 18 years, with average annual production projected at approximately 41 million pounds of copper, 54 million pounds of zinc, 20,000 ounces of gold and 444,000 ounces of silver.

The project does not mean Canada's wider challenge of accelerating critical-mineral mines has been solved. New mines still face complex financing, infrastructure, environmental assessment and consultation requirements, while commodity-price cycles can change project economics long before construction is completed.

But McIlvenna Bay is becoming an important practical test because several pieces of Canada's strategy have converged at one site: federal financing, clean-power infrastructure, Indigenous employment and agreements, accelerated major-project coordination, domestic processing and a mine moving from development into production.

Canada's 2026 economic update lists McIlvenna Bay among 15 projects referred to the Major Projects Office, alongside other major mining developments including Crawford nickel, Nouveau Monde Graphite's Matawinie mine, the Red Chris expansion and the Sisson project. Together with six broader transformative strategies, the federal government says projects under the MPO framework represent more than C$125 billion in potential new investment and could support more than 60,000 jobs.

The significance of McIlvenna Bay will therefore extend beyond the amount of copper and zinc leaving Saskatchewan. If the mine reaches commercial production and expands while maintaining its Indigenous partnerships and lower-emission operating model, Ottawa will have an early example for its argument that Canada can build strategically important mines faster without treating responsible development as an obstacle to speed.

That proposition will matter increasingly as Canada competes with the United States, Australia and mineral-producing economies across Africa and Latin America for the investment required to develop the next generation of critical-mineral projects.
