Zelenskyy seeks Starlink access to hunt Russian missile launchers as Patriot interceptors run short

KYIV — Ukraine is seeking Elon Musk's approval to expand the use of Starlink for drone strikes against Russian ballistic-missile launchers inside Russia, as dwindling supplies of Patriot interceptors push Kyiv to consider attacking the weapons before they can be fired rather than relying primarily on shooting them down over Ukrainian cities.

President Volodymyr Zelenskyy raised the proposal with U.S. President Donald Trump during closed-door White House talks on July 28, asking him to help persuade Musk to permit Starlink-supported Ukrainian operations inside Russian territory, according to officials familiar with the discussions cited by the Associated Press and other reporting. Ukraine is seeking the ability to use Starlink-equipped drones against mobile launchers operating as far as about 200 km inside Russia. Trump did not commit to supporting the proposal.

The request has acquired greater urgency after another devastating Russian missile and drone attack on Kyiv this week killed at least 17 people in the capital and surrounding region. Zelenskyy said shortages of Patriot interceptor missiles were costing lives, while Ukraine's ability to stop Russian ballistic weapons has deteriorated sharply even as its forces continue intercepting large numbers of drones and cruise missiles.

Ukraine's problem is increasingly one of ammunition rather than simply the number of Patriot launchers available. Supplies of defensive missiles fell sharply during the first half of 2026, while U.S. and allied stocks have come under additional pressure from the war involving Iran. Zelenskyy said after an earlier Russian barrage that Ukraine intercepted only one ballistic missile because Patriot missiles were unavailable.

The Starlink proposal would attempt to change that equation. Instead of waiting for a Russian ballistic missile to launch and then expending a scarce and expensive interceptor trying to destroy it in flight, Ukrainian drones could search for mobile missile batteries inside Russia and attack them on the ground. The approach is sometimes described by military analysts as “shooting the archer rather than the arrow.”

Finding and striking mobile ballistic launchers is difficult. They can move, conceal themselves and fire before relocating, meaning a drone requires reliable communications over considerable distances to identify, track and attack a target. Ukraine believes Starlink's low-Earth-orbit satellite network could provide connectivity that conventional radio links cannot reliably maintain deep inside Russian territory.

But Starlink's geographic restrictions create an obstacle. SpaceX has limited the service's use inside Russia, reflecting longstanding concerns about Starlink being transformed from a communications network supporting Ukraine into a system directly enabling long-range offensive operations. That leaves Kyiv in the unusual position of possessing drones capable of penetrating Russian territory while seeking permission from an American private technology company for a communications capability that could make some of those missions more effective.

Ukraine's dependence on Starlink dates to the opening weeks of Russia's full-scale invasion in 2022, when terminals supplied by SpaceX and international donors helped restore communications after conventional networks were disrupted. Starlink subsequently became deeply integrated into Ukrainian battlefield communications, connecting units, commanders and drone operations across a front stretching hundreds of miles.

Musk has also demonstrated that the network's military use has boundaries. SpaceX has previously restricted some Ukrainian uses of Starlink that it considered offensive, while the Pentagon later contracted with SpaceX for dedicated Starlink services supporting Ukraine. Those episodes transformed what began as emergency civilian communications assistance into a strategically important relationship involving SpaceX, Kyiv and the U.S. government.

The current proposal raises the stakes because Kyiv is not merely seeking connectivity on Ukrainian territory or Russian-occupied areas. It wants reliable communications for operations against missile launchers inside internationally recognized Russian territory, potentially extending around 200 km beyond the border.

There is no indication that Musk has approved the latest request. Financial Times reporting says Ukraine continues seeking authorization, while former Defence Minister Mykhailo Fedorov — who developed a close working relationship with Musk and American technology companies during the war — remains involved in discussions concerning Starlink. Reuters reported on Friday that Fedorov remains in contact with Musk, though no meeting between them is currently scheduled.

Fedorov's role matters because he became one of Ukraine's most important links to SpaceX after Russia's invasion. He worked closely with Musk over Starlink access and later helped develop Ukraine's increasingly technology-driven approach to warfare, particularly its massive drone programme. His removal as defence minister in July has therefore complicated Kyiv's efforts to negotiate further changes to Starlink's operational boundaries.

Trump adds another layer to the decision. Zelenskyy did not simply approach SpaceX; he asked the U.S. president to help secure Musk's cooperation. Officials familiar with their July meeting said Trump was noncommittal, leaving unresolved whether Washington would support a capability that could enable more systematic Ukrainian strikes inside Russia.

For Kyiv, the military logic is increasingly clear. Russia has intensified its ballistic-missile campaign while Ukraine lacks enough interceptors to defend every target. Patriot missiles are technologically sophisticated, expensive and constrained by limited production. A successful Ukrainian drone strike on a Russian launcher could potentially eliminate the threat before a Patriot interceptor is ever required.

The concept would not replace air defence. Russian missiles could be launched from positions Ukraine cannot locate or reach, while Russia can relocate launchers and protect them with electronic warfare and air-defence systems. Kyiv would still require Patriot and other defensive systems to protect its cities.

What the proposal reveals instead is how Ukraine is trying to adapt to a worsening resource imbalance. If it cannot obtain enough missiles to intercept Russia's ballistic weapons after launch, it wants greater ability to destroy the systems launching them.

That strategic shift also places Musk in an extraordinary position. Starlink was built as a commercial satellite-internet network, but the Ukraine war has demonstrated that access to satellite communications can directly shape battlefield capabilities. Decisions about where the network functions can therefore have consequences extending far beyond ordinary telecommunications policy.

That does not mean Musk alone determines Ukraine's ability to attack Russia. Kyiv possesses multiple long-range weapons and communications systems, and any expansion of military operations also involves Ukrainian, American and allied political calculations. But the Starlink request demonstrates how one privately controlled technology network has become embedded deeply enough in modern warfare that its operational boundaries can affect what military missions are practical.

The urgency behind Zelenskyy's proposal became clearer after this week's attack on Kyiv. Ukrainian forces remain capable of destroying most incoming drones and many cruise missiles, but ballistic weapons continue presenting the greatest challenge. Russia's latest barrage again produced substantial casualties despite Ukraine successfully intercepting much of the broader attack.

Ukraine is therefore confronting a choice imposed by scarcity: continue relying on a limited stock of sophisticated interceptors to chase Russian ballistic missiles through the sky, or expand its ability to attack the mobile launchers before those missiles leave Russian territory.

Zelenskyy's request to Musk is ultimately about that choice.

The strongest fact is the proposed 200-km Starlink strike zone.

Ukraine is not asking Musk simply for more Starlink terminals. Kyiv wants permission to use Starlink-enabled drones approximately 200 km inside Russia to locate and strike mobile ballistic-missile launchers, according to FT reporting.

The strategic connection is crucial: Ukraine's Patriot interceptor shortage is pushing it from “shoot the missile” toward “shoot the launcher.” That makes this much bigger than a Zelenskyy-Musk story.

There is also no verified approval from Musk yet, and Trump was reported as noncommittal when Zelenskyy raised the proposal. SCN should therefore not headline this as an agreed Starlink expansion
