Patriots are running short. Ukraine’s alternative exposes Elon Musk’s extraordinary role in modern warfare

Ukraine's worsening shortage of Patriot interceptor missiles has produced an extraordinary new complication in its defence against Russian ballistic attacks: whether some of the weapons threatening Kyiv can be destroyed before launch may depend partly on the technical boundaries of a satellite network controlled by Elon Musk's SpaceX.

President Volodymyr Zelenskyy has asked U.S. President Donald Trump to help secure permission for Ukraine to use Starlink-connected drones against Russian ballistic-missile launchers and related targets as far as 200 km inside Russia, according to people familiar with the discussions cited by the Financial Times. The proposal would allow Ukrainian operators to maintain reliable satellite connections with long-range drones as they search for mobile launchers that can otherwise fire missiles before relocating. Musk has not publicly approved the request, while Trump was described as noncommittal when Zelenskyy raised it during their July White House meeting.

The request marks a potentially important shift in Ukraine's defensive calculation. For years, Kyiv's answer to Russia's ballistic missiles has centred on obtaining more U.S.-made Patriot systems and PAC-3 interceptors capable of destroying incoming weapons. But ammunition shortages have become so acute that Ukraine has recently had Patriot launchers without sufficient missiles to fire from them, while Russia has increased missile and drone production.

That imbalance creates a brutal mathematical problem. Every ballistic missile Russia launches potentially requires Ukraine to expend a scarce high-end interceptor. Ukraine says it could need hundreds more Patriot interceptors through the end of the year, while U.S. and allied inventories are under pressure from other conflicts, including the Middle East. The latest Russian attacks have demonstrated what happens when those defensive stocks become inadequate.

Kyiv's proposed answer is essentially to reverse the sequence. Rather than waiting for the missile to leave its launcher and attempting to destroy it at high speed over Ukrainian territory, Ukraine wants greater capability to locate and attack the mobile launcher, command infrastructure or supporting assets before another missile is fired. Military analysts describe the concept as attacking the archer rather than repeatedly trying to shoot down the arrows.

That is where Musk enters an equation normally dominated by presidents, generals and defence contractors.

Starlink-equipped drones can maintain high-bandwidth communications over much greater distances than conventional radio-controlled systems and are less vulnerable to some forms of ordinary electronic jamming. Operators can potentially retain command links and receive imagery while a drone travels deep beyond the front. Ukraine already uses satellite communications extensively across its battlefield operations, but Starlink service is restricted inside Russia, creating a technical barrier to the specific operation Kyiv is proposing.

This does not mean Musk has the authority to decide whether Ukraine is legally or politically permitted to strike Russia. Ukraine determines its military operations, while Washington and other governments can impose conditions on weapons and technology they provide. SpaceX controls something different but potentially decisive: where and under what terms its satellite service functions.

That distinction makes Musk's role both narrower and more consequential than the headline “Zelenskyy needs Musk's permission to strike Russia” would suggest.

If Ukraine possesses its own drone and chooses its own target but that drone's operational concept depends on Starlink connectivity in an area where SpaceX does not provide service, the company's technical policy can affect whether that particular mission works as designed. Musk is therefore not acting as a military commander, but the infrastructure his company controls can become a constraint on military options.

There is historical evidence that this is more than a theoretical concern.

A Reuters investigation reported last year that Musk ordered Starlink service shut down in areas Ukraine was retaking from Russian forces during its 2022 counteroffensive, disrupting communications used for drones, surveillance and other operations. SpaceX disputed aspects of that account. The episode nevertheless intensified concern among governments about depending heavily on commercial satellite infrastructure whose availability can be altered by its private operator.


SpaceX has consistently tried to draw a boundary between civilian Starlink and weapons applications. Company president Gwynne Shotwell said in 2023 that SpaceX had taken steps to restrict Ukrainian use of Starlink for offensive drone operations. Musk reiterated that distinction this year during the U.S.-Iran conflict, saying commercial Starlink's terms prohibit its use in weapons systems and pointing instead to Starshield, SpaceX's military-oriented network.

That makes Ukraine's current request particularly revealing. Kyiv is effectively asking for an exception or expanded capability in precisely the area where SpaceX has historically attempted to draw a line.

The issue also demonstrates how rapidly commercial technology has blurred traditional boundaries in warfare. A conventional defence contractor builds a missile or aircraft according to a government contract. Satellite communications are different: the same commercial network can connect civilians, businesses, soldiers, reconnaissance systems and potentially drones. Changing a geographic service boundary can therefore have operational consequences without SpaceX itself selecting a target or firing a weapon.

Ukraine's dependence on Starlink grew from necessity after Russia's 2022 invasion damaged conventional communications infrastructure. Tens of thousands of terminals eventually helped connect Ukrainian units across the battlefield, and Reuters has reported that the Pentagon later entered a substantial contract with SpaceX to provide satellite communications for Ukraine. Ukrainian officials have explored alternatives, including European systems, but acknowledge that replacing Starlink's existing coverage and battlefield integration would require time and money.

The Pentagon itself is now confronting similar questions about dependence on SpaceX. Reuters reported this year that the U.S. military used SpaceX satellite connectivity with LUCAS attack drones during the Iran war and subsequently became involved in a pricing dispute with the company over the appropriate service tier. The Pentagon is simultaneously expanding its use of Starshield, illustrating that the tension between commercial ownership and military dependence extends well beyond Ukraine.

Britain has also begun adopting Starshield for military operations, according to Reuters sources, another indication that Western governments increasingly regard secure low-Earth-orbit satellite communications as military infrastructure rather than simply internet connectivity.

This broader trend is what makes Zelenskyy's appeal important beyond Musk's relationship with either Trump or Ukraine.

For most of modern military history, governments controlled the communications infrastructure essential to major combat operations. Increasingly, some of those capabilities reside in privately operated satellite constellations, cloud platforms, artificial-intelligence systems and communications networks. Governments may purchase access, negotiate contracts and impose regulatory requirements, but ownership and technical control can remain outside the traditional military chain of command.

Starlink is perhaps the clearest battlefield example yet.

Musk has previously described Starlink as the backbone of Ukraine's military communications. That description should not be interpreted literally as meaning Ukraine has no other communications capabilities, but the network's importance is well documented. Reuters has reported Ukrainian officials saying alternatives exist but currently have significant limitations.

The latest request pushes that dependency into a much more sensitive area: strategic defence against Russian ballistic missiles.

Ukraine's proposal also contains important limitations. Starlink connectivity would not magically reveal every Russian launcher. Mobile ballistic systems can hide, move quickly, operate under air-defence protection and relocate immediately after firing. Russian electronic warfare and counter-drone systems would remain major obstacles. Even with expanded Starlink coverage, Ukraine could not eliminate the need for Patriot batteries protecting its cities.

Nor is there evidence that Musk has agreed to Kyiv's request. The FT reported on Friday that people involved in the discussions believed approval was unlikely, while Musk had not commented publicly on the latest proposal.

But the request itself reveals how dramatically Ukraine's strategic problem has changed.

Kyiv once asked primarily for more Patriots.

It is now also asking whether technology can reduce the number of Patriot missiles it needs to fire.

That creates an unusual triangle of authority. Zelenskyy controls Ukraine's military objectives. Trump can influence U.S. policy and support. Musk's company controls access to a communications network Ukraine wants to incorporate into a particular strike capability. None possesses all three forms of authority.

That is precisely why describing Musk as someone who can simply “approve Ukrainian attacks on Russia” would be misleading.

The deeper issue is more important: modern warfare has reached a point where a privately controlled digital infrastructure can affect which military options are technically practical even when the company's owner does not control the war itself.

For Ukraine, the immediate reason is desperation created by arithmetic. Russia can manufacture and launch ballistic missiles faster than Kyiv's allies can necessarily replenish every expensive interceptor Ukraine needs. If that imbalance persists, defending exclusively by shooting incoming weapons becomes increasingly difficult.

Hunting the launchers offers another layer of defence.

But Ukraine's attempt to build that layer has exposed another dependency — not on an American missile factory this time, but on an American satellite company.

And that may be the larger lesson of Zelenskyy's appeal to Musk: the next generation of strategic military power may belong not only to countries that possess missiles, aircraft and armies, but also to whoever controls the networks connecting those weapons to the battlefield.

The most important verified point is that Ukraine reportedly wants Starlink-enabled drones to operate up to 200 km inside Russia, potentially targeting ballistic-missile launchers, command systems and supporting infrastructure. Zelenskyy personally raised the issue with Trump, asking him to approach Musk, but Trump was noncommittal and Musk has not publicly approved the proposal.

And there is a powerful precedent: Reuters previously reported that Musk ordered Starlink coverage disabled in some areas during Ukraine's 2022 counteroffensive, affecting Ukrainian military communications. SpaceX disputed aspects of that reporting.

So SCN's strongest defensible conclusion is not “Musk controls Ukraine's war.” It is that privately controlled satellite infrastructure has become important enough to influence which battlefield options Ukraine can technically execute.
