Ukrainian drone attack on Russian oil hub kills 13 in one of war’s deadliest strikes inside Russia

MOSCOW/KYIV, — A Ukrainian drone attack struck the major Russian oil-refining city of Nizhnekamsk on Monday, killing at least 13 people, including a child, and wounding dozens as Kyiv intensified its campaign against energy infrastructure deep inside Russia.
Authorities in Russia’s Tatarstan region said the attack hit Nizhnekamsk, an important petroleum and industrial center about 1,200 kilometers (750 miles) from the Ukrainian border, making the assault one of Ukraine’s deepest and deadliest strikes inside Russia since Moscow launched its full-scale invasion in 2022.
Ukraine’s military confirmed carrying out the operation and said its forces targeted the TANECO oil refinery, a major facility operated by Russian energy company Tatneft.
The attack caused a fire at the refinery, while another drone struck a hostel in the city where many of the casualties were reported.
Child, foreign workers among victims
Russian officials said at least 13 people were killed.
The victims included a child as well as several foreign nationals from Central Asia. Seven Uzbek citizens were among those killed, while citizens of Kyrgyzstan were also among the casualties.
Authorities initially reported lower casualty figures before raising the toll as emergency crews searched damaged buildings.
At least 78 people were injured, according to regional authorities, although different agencies issued varying figures during the hours following the attack.
Emergency teams were deployed across Nizhnekamsk as firefighters worked at damaged sites and medical crews transported the wounded to hospitals.
Tatarstan declared a day of mourning following the attack.
Ukraine says major refinery was the target
Ukraine said its operation was directed at the TANECO refinery rather than civilians.
The refinery is one of Russia’s important oil-processing facilities and has previously been targeted by Ukrainian drones.
Kyiv has increasingly attacked refineries, oil depots, pipelines and other energy facilities that it says generate revenue and fuel supplies supporting Russia’s military.
Nizhnekamsk’s distance from Ukraine also demonstrates the expanding range of Ukrainian long-range drones.
The city lies roughly 800 kilometers east of Moscow and around 1,200 kilometers from the Ukrainian border.
Russia opens terrorism investigation
Russian authorities condemned the attack and opened a terrorism investigation.
Moscow accused Ukraine of deliberately striking civilians, while Kyiv maintains that its long-range campaign is directed against infrastructure supporting Russia’s war effort.
Both Russia and Ukraine deny deliberately targeting civilians.
The Nizhnekamsk attack stands out because of the unusually high civilian death toll associated with a Ukrainian strike inside internationally recognized Russian territory.
It is among the deadliest such attacks since the war began more than four years ago.
Ukraine expands deep-strike campaign
Ukraine has steadily increased its ability to hit targets hundreds — and in some cases more than 2,000 kilometers — inside Russia using domestically produced long-range drones.
Energy infrastructure has become one of the campaign’s primary targets.
Kyiv argues that Russia’s oil sector helps finance Moscow’s military operations and that refineries also provide fuel essential to Russian forces.
Monday’s operation was not limited to Tatarstan.
Ukrainian forces also reported hitting a petrochemical facility in Tobolsk in Russia’s Tyumen region, where a fire was reported following the attack.
The strikes underline Ukraine’s increasing ability to reach strategic industrial facilities far beyond the battlefield.
Civilian toll rises on both sides
The attack comes amid another intense period of Russian missile and drone strikes against Ukraine.
Civilian casualties have continued to mount as both countries expand long-range attacks far behind the front lines.
United Nations figures cited in current reporting show nearly 1,400 civilians were killed and almost 8,000 injured in Ukraine during the first half of 2026, as Russian aerial attacks intensified.
The Nizhnekamsk strike now brings the war’s consequences deep into one of Russia’s major industrial regions.
For Moscow, the attack highlights the growing vulnerability of critical energy infrastructure far from Ukraine.
For Kyiv, the operation demonstrates that geographic distance is providing increasingly limited protection to facilities supporting Russia’s wartime economy.
