From 48.5°C Heat to Deadly Monsoon Floods, Pakistan Shows How Climate Change Is Turning Childhood Into a Survival Test

ISLAMABAD, July 17, 2025 — Pakistan's monsoon has produced a grim measure of climate vulnerability that national rainfall totals alone cannot capture. At least 85 children have been killed and another 162 injured since June 26 as severe rains and flooding swept across the country, UNICEF said on Thursday, including 22 children killed in Punjab during the previous 24 hours, mostly when homes collapsed under relentless rainfall. The disaster arrived after temperatures reached a record-breaking 48.5 degrees Celsius, accelerating glacial melt in northern Pakistan and contributing to flash-flood danger before torrential monsoon rains created another layer of risk. For Pakistani children, extreme heat, glacial melt and flooding are no longer separate environmental events occurring in different seasons. They are becoming parts of the same cycle of vulnerability — raising a harder question for a country repeatedly described as highly exposed to climate change: how many times can children be expected to survive climate disasters before protecting them becomes as important as responding after they strike?

The immediate causes of death illustrate why climate disasters cannot be understood only through weather. Children are drowning, being injured by collapsing structures, exposed to electrocution and facing heightened risk from waterborne disease as floodwaters spread. A severe storm becomes deadly when it meets fragile housing, inadequate drainage, exposed electricity infrastructure, poverty and communities with limited capacity to evacuate. The same rainfall therefore produces radically different consequences depending on where a child lives and what protection surrounds that child. UNICEF ranks children in Pakistan at extremely high climate risk, placing the country 14th among 163 countries in its Children's Climate Risk Index. That ranking is significant not because it predicts one particular flood, but because it measures the convergence of environmental hazards with the weakness of services children require to withstand them.


The sequence confronting Pakistan this summer demonstrates how those risks compound. Extreme heat places pressure on health, water supplies and livelihoods; accelerated glacial melt can increase flash-flood hazards in mountainous regions; intense monsoon rainfall can then overwhelm communities downstream. Families may survive the first shock with fewer resources available for the second. A household that loses income during extreme heat may enter the monsoon with less money to repair a roof or relocate temporarily. A family displaced by flooding may subsequently confront unsafe water, disease and interrupted schooling. Climate vulnerability is therefore not simply exposure to one dangerous event. It is the declining ability to recover before another one arrives.

Children are uniquely exposed to that cycle because childhood depends on systems adults often treat as separate policy sectors. A child needs a safe home, clean water, adequate nutrition, healthcare and education simultaneously. Flooding can disrupt all of them in a matter of hours. A collapsed house creates an immediate physical threat, contaminated water creates the next health risk, displacement can interrupt schooling and lost household income can reduce food and healthcare spending months after the water recedes. The official death toll consequently captures only the most visible edge of a disaster whose effects can continue through disease, malnutrition, educational loss and economic insecurity.


This is where Pakistan's climate debate must move beyond the language of emergency response. Rescue operations, relief supplies and temporary shelter are essential once communities have been hit, but they cannot substitute for reducing the conditions that repeatedly turn environmental hazards into child casualties. Climate adaptation becomes meaningful to a family not when it appears in an international financing document but when a house is less likely to collapse, a drainage system can carry extreme rainfall, a school remains safe enough to function as a shelter, clean water remains available after flooding and health workers can reach children before preventable illness becomes fatal.

The distinction between disaster response and adaptation is particularly important because climate change is altering the assumptions on which infrastructure was built. Roads, drainage systems, homes and schools designed around historical weather patterns may face heat and rainfall beyond those parameters. Rebuilding damaged infrastructure to the same standard after every disaster can therefore recreate the vulnerability that allowed the damage in the first place. A country repeatedly paying to restore what was destroyed without increasing resilience risks financing the same loss again.

Pakistan's geography makes that challenge unusually complex. Communities face different combinations of glacial hazards, river flooding, urban flooding, drought and extreme heat, while population density and poverty can amplify exposure. Climate protection consequently cannot be reduced to a single national infrastructure project. It requires local risk mapping, resilient housing and schools, functioning early-warning systems, safe evacuation routes, healthcare preparedness and social protection capable of helping poor families absorb shocks without removing children from school or reducing nutrition.

For children, schools are especially important to that resilience. A damaged or inaccessible school is not merely an infrastructure loss. Extended interruptions can widen educational inequality because wealthier families may have alternative options while poorer households do not. Children displaced repeatedly can fall behind or leave education entirely, particularly when families lose livelihoods and require older children to contribute income or care for younger siblings. Climate disasters can therefore turn environmental inequality into educational inequality long after rainfall ends.

Health consequences can also persist beyond the emergency phase. Floodwater can contaminate drinking supplies and increase exposure to diarrhoeal and other waterborne diseases, while damaged sanitation systems intensify risks in crowded communities. Young children are particularly vulnerable when disease combines with poor nutrition. Extreme heat creates another set of threats through dehydration and heat stress, demonstrating why climate resilience must protect children across seasons rather than mobilizing only when floodwater becomes visible.

The burden is also unequal inside households. When water becomes harder to obtain, schools close or family members become sick, additional unpaid care responsibilities often fall on women and girls. Families that lose homes or livelihoods may face decisions about which children continue education, whether healthcare can be afforded and how scarce food is distributed. Climate shocks can therefore reinforce existing gender and economic inequalities without explicitly targeting either.

Pakistan's experience also raises an international financing question. Countries highly exposed to climate impacts need enormous investment in adaptation, yet many developing economies simultaneously face high debt-service costs and limited fiscal space. That creates a damaging sequence: governments need money to protect communities before disasters, but resources are constrained; a disaster then destroys infrastructure and livelihoods; reconstruction requires additional financing; and future fiscal pressure can leave even less money available for preventive investment. Climate vulnerability and debt vulnerability can begin reinforcing each other.

This is why international climate finance matters beyond negotiations over who contributes what amount. For a climate-vulnerable country, affordable adaptation finance can determine whether money is spent strengthening a school before a flood or rebuilding it afterwards. Preventive investment may attract less international attention because its success is measured partly through disasters that do not become catastrophes, but that is precisely its value. The safest child in a flood is not necessarily the one rescued most efficiently; it is the one whose community was protected well enough that rescue was never required.

Pakistan has repeatedly argued internationally that countries contributing relatively little to historical global emissions should not carry disproportionate costs from climate impacts. That climate-justice argument remains important, but the deaths reported this week also create a domestic accountability test. International responsibility for climate change does not eliminate national responsibility for building resilience. Pakistan cannot control global emissions alone, but decisions involving construction standards, drainage, land use, emergency preparedness, early warnings, schools and health systems influence whether extreme weather becomes mass human loss.

The two responsibilities should not be confused. Wealthier high-emitting states face a legitimate question over financing adaptation and climate losses in vulnerable countries. Pakistani institutions simultaneously face a legitimate question over whether available resources and policies are being directed toward the communities and children facing the greatest risk. Climate justice loses meaning if it becomes only an argument between governments while vulnerable families remain insufficiently protected within countries.

The death of 85 children since June 26 should therefore be read as more than a monsoon statistic. It is an indicator of where climate policy ultimately succeeds or fails. Temperature records and rainfall totals tell governments how severe a hazard has become; child deaths reveal whether society was prepared for it. If extreme weather is becoming more frequent and destructive, a strategy based primarily on emergency mobilization after each event will continually arrive too late for some families.

The deeper challenge is that climate change is compressing the recovery period between shocks. Children who survive one flood may enter the next heatwave or monsoon still living with the consequences of the previous disaster. Homes may remain financially fragile, schools may not have fully recovered, family savings may be exhausted and health conditions may persist. Each successive shock can therefore begin from a lower level of resilience than the one before it.

That is what makes Pakistan an important test of the global climate-development agenda. The country needs adaptation not as an abstract environmental objective but as protection for childhood itself: houses capable of surviving extreme rainfall, communities prepared for flash floods, schools resilient enough to remain functional, healthcare systems able to respond to heat and disease, and financing that reaches vulnerable areas before catastrophe rather than only after international images of destruction appear.

Pakistan cannot determine when the next extreme rainfall event or heatwave will arrive. But climate vulnerability becomes tragedy through more than weather alone. The real measure of adaptation will be whether a child can live through increasingly dangerous heat, floods and storms without childhood itself becoming an emergency. Eighty-five children have already been lost since this monsoon crisis began. The question now is whether their deaths trigger another cycle of relief and rebuilding — or a shift toward protecting the next child before the water rises.
