Andy Burnham is finalising his first cabinet as he prepares to become the United Kingdom’s next prime minister following his confirmation as leader of the governing Labour Party.

Delivering his first major speech as Labour leader on Friday, Burnham promised to govern for people across the “North, South, East and West” of Britain and said he had a plan to restore hope, rebuild public trust and bring the party together.

Burnham is expected to formally take office on Monday, when Prime Minister Keir Starmer resigns and King Charles III invites the new Labour leader to form a government. Until that constitutional transfer takes place, Starmer officially remains prime minister.

Burnham Promises a Government for All of Britain

The former Greater Manchester mayor used his opening speech to present himself as a national leader rather than a politician representing only northern England.

Burnham promised to lead a government that would give greater attention to communities outside Westminster and address the economic and political divisions between different regions of the country.

He said his leadership would not attempt to defeat Reform UK by copying its politics, signalling that Labour would seek to win back dissatisfied voters through economic improvement, stronger public services and regional investment.

The incoming prime minister also pledged to end internal Labour divisions and create a government representing different traditions and communities within the party.

Burnham said decisions about senior ministerial appointments had not yet been completed but indicated that his cabinet would reflect the full breadth of Labour.

Who Could Join Burnham’s Cabinet?

Speculation has intensified over the most important appointments in Burnham’s new government, particularly the position of chancellor.

Reports have suggested that Shabana Mahmood is among the leading candidates for the Treasury. Her appointment could be viewed as an effort to reassure businesses and financial markets concerned about the direction of economic policy under the new leadership.

Ed Miliband has also been linked with a senior role, potentially at the Foreign Office, while Angela Rayner, Wes Streeting, Louise Haigh and Lucy Powell are reportedly being considered for prominent positions.

However, Burnham said he had not yet made final decisions, meaning reported appointments remain unconfirmed until the official cabinet announcement.

A Difficult Political Inheritance

Burnham will enter Downing Street at a challenging moment for the Labour government.

He succeeds Starmer after a period of declining popularity, internal party tensions, weak economic growth and growing pressure from rival political movements.

Labour faces competition from Reform UK, the Conservatives and the Greens, while voters remain concerned about the cost of living, housing, taxation and the condition of public services.

Burnham must also convince financial markets that his economic programme will remain credible.

His political reputation has been built around what supporters describe as “Manchesterism”—an approach combining regional investment, public transport reform, cooperation with businesses and stronger local control.

Applying that model across the entire country, however, will be considerably more difficult than managing Greater Manchester.

From “King of the North” to Downing Street

Burnham became mayor of Greater Manchester in 2017 after previously serving in cabinet under Labour prime ministers Tony Blair and Gordon Brown.

He gained national attention for challenging the central government over financial support for northern communities during the COVID-19 pandemic. That confrontation helped establish his image as an advocate for regions outside London and earned him the informal title “King of the North.”

After returning to Parliament through a by-election, Burnham became the sole candidate to succeed Starmer as Labour leader.

His leadership victory places him on course to become Britain’s latest prime minister without an immediate general election, as Labour already holds the parliamentary authority required to form the government.

Burnham’s first cabinet will provide the clearest indication of how he intends to govern.

A team dominated by Labour’s centrist wing could reassure businesses and cautious voters but risk disappointing supporters expecting major economic change.

A more left-leaning cabinet could energise Labour activists while creating concern about spending, taxation and market stability.

Burnham will therefore need to balance party unity with public credibility.

His political strength has traditionally been his ability to communicate directly with voters and present himself as independent from Westminster’s political establishment.

But as prime minister, he will become responsible for the same national institutions he has often criticised.

His challenge will be to prove that his regional leadership model can become a credible national programme—and that his promise of a government for every part of Britain can deliver measurable results.

Keir Starmer is expected to formally resign on Monday. Burnham will then meet King Charles III and be invited to form a government.

The incoming prime minister is expected to announce key cabinet appointments shortly after entering Downing Street.

Attention will focus particularly on his choices for chancellor, foreign secretary, home secretary and deputy prime minister, as well as his first major statement on economic policy.

Burnham’s arrival will mark another significant change in British political leadership—and begin an immediate test of whether Labour can rebuild public confidence without a general election.
