LONDON — The men convicted over the killing of PC Andrew Harper are set to be released from prison earlier than originally expected despite the British government's decision to tighten parts of its controversial early-release policy.
Prime Minister Andy Burnham confirmed that the government's prison overcrowding strategy will proceed with modifications, but said the changes would not prevent the early release of Harper's killers under the existing framework.
The decision has sparked fresh criticism from Lissie Harper, the widow of the Thames Valley Police officer, who said the move represents a profound injustice for victims' families and undermines confidence in the criminal justice system.
PC Andrew Harper, 28, died in 2019 after being dragged behind a vehicle while responding to the theft of a quad bike in Berkshire. His death shocked the United Kingdom and prompted widespread calls for tougher sentences for those convicted of killing emergency workers.
The government has argued that changes to the early-release scheme are necessary to relieve severe overcrowding across England and Wales' prison system while ensuring that the most dangerous offenders remain behind bars.
Burnham said the revised policy includes stronger safeguards and excludes certain categories of offenders. However, because Harper's killers fall under sentencing rules that predate the latest changes, they remain eligible for early release.
The case has reignited debate over balancing prison capacity with justice for victims. Critics argue that offenders convicted in high-profile violent crimes should serve their full custodial terms, while ministers insist the prison system requires immediate reforms to avoid exceeding capacity.

Justice officials maintain that all prisoners released early will remain subject to strict licence conditions and can be recalled to prison if they breach those requirements.
