The conflict between the United States and Iran has entered a dangerous new phase, with fresh American strikes targeting Iran and attacks across the Gulf putting critical civilian infrastructure — including Kuwait’s vital water and power systems — at risk.
The United States launched another round of airstrikes against targets in Iran, with Iranian authorities reporting that a nuclear power facility under construction was among the sites hit. According to the International Atomic Energy Agency, as cited by the Associated Press, the facility reportedly contained no nuclear material, reducing immediate concerns about a radiological release. The latest American operations also targeted Iran’s Islamic Revolutionary Guard Corps as Washington intensified its military campaign following the deaths of two US service members in an Iranian attack in Jordan.
The latest escalation comes amid an increasingly broad exchange of missile, drone and air attacks across the Middle East. Iran has retaliated against US-linked and allied targets in Gulf countries, while Kuwait, Bahrain and Jordan have faced renewed attacks and interceptions. US Central Command has said its operations are intended in part to degrade Iran’s military capabilities and its ability to threaten navigation through the strategically critical Strait of Hormuz.
Kuwait’s Water Infrastructure Under Threat
One of the most alarming developments has been damage to Kuwait’s power and desalination infrastructure.
An Iranian strike hit a major Kuwaiti power and water desalination facility on July 17, causing damage and a fire, according to the Associated Press. The incident has drawn attention to the extraordinary dependence of Kuwait and other Gulf states on desalinated seawater for their drinking-water supplies. More than 90% of Kuwait’s drinking water comes from desalination, making such facilities critical national infrastructure.
The vulnerability of desalination plants could significantly raise the stakes of the conflict. Unlike attacks limited to military installations, prolonged disruption to water-production facilities could directly affect civilian populations in one of the world’s driest regions.
Kuwait and Bahrain have reported multiple rounds of Iranian missile and drone attacks as the confrontation expands geographically. Gulf governments are increasingly confronting the risk that military escalation between Washington and Tehran could damage infrastructure essential for electricity, water supplies and economic activity.
US-Iran Conflict Spreads Across the Region
The renewed American strikes followed an Iranian attack on a military base in Jordan that killed two US service members and left another missing, according to reports. Washington subsequently intensified operations against Iranian military and Revolutionary Guard targets.
Iran, meanwhile, has continued launching missiles and drones toward locations across the region. Jordan has intercepted Iranian missiles, while Kuwait and Bahrain have also faced attacks as Tehran increasingly targets countries hosting or supporting US military operations.
The widening battlefield is raising concerns that a confrontation initially centered on Iran, Israel and US forces could evolve into a broader regional war involving multiple Gulf states.
Nuclear Sites Add Another Layer of Risk
Attacks involving nuclear facilities are particularly sensitive because of fears surrounding potential radioactive contamination.
The latest reported strike involved an Iranian nuclear power facility that was still under construction and, according to the IAEA account cited by AP, contained no nuclear material. Separately, satellite imagery has indicated damage at Iran’s Bushehr nuclear power complex following earlier strikes, adding to international concerns about the safety of nuclear infrastructure during sustained military operations.
Any future attack on an operational facility containing significant quantities of nuclear material could present substantially different risks. International monitoring of Iran’s nuclear infrastructure is therefore likely to become increasingly important as military operations continue.
Strait of Hormuz Remains at Center of Crisis
The Strait of Hormuz remains another major flashpoint.
The narrow waterway is one of the world's most strategically important energy corridors, connecting Gulf oil and gas producers with global markets. Continued military confrontation around the strait threatens commercial shipping and could have consequences far beyond the Middle East.
American military officials have described recent strikes as part of an effort to reduce Iran’s ability to threaten navigation through the waterway, while Iranian forces have continued operations affecting shipping and US-linked military positions in the region.
The combination of attacks on military bases, nuclear-related facilities, energy infrastructure and desalination systems represents a significant expansion in the range of targets affected by the conflict.
For Gulf countries, the threat to desalination infrastructure may be particularly serious. Damage to oil facilities can disrupt economies and global energy markets, but sustained attacks on water-production systems could quickly become a humanitarian concern.
