Burnham Halts Early Prisoner Release Scheme, Orders Urgent Review Over Public Safety

British Prime Minister Andy Burnham has ordered an immediate pause to the UK's planned early prisoner release scheme, marking one of the first major policy decisions of his premiership after mounting criticism from victims' families and public safety campaigners.
The controversial policy, due to begin in September, would have allowed around 6,000 prisoners in England and Wales to become eligible for earlier release under the new Sentencing Act as part of efforts to ease severe prison overcrowding.
Burnham Orders Immediate Pause
Burnham announced that no prisoners will be released under the new scheme until an urgent review is completed, saying his government would make any necessary changes to ensure public safety.
He said the review would examine whether the policy adequately protects the public and whether some categories of offenders should remain excluded from early release.
What Triggered the U-Turn?
The review follows widespread outrage after it emerged that Jessie Cole and Albert Bowers, two men convicted over the 2019 killing of British police officer PC Andrew Harper, could become eligible for early release under the planned rules.
The possibility prompted strong criticism from Harper's widow and mother, who argued the policy undermined justice for victims and their families.
Prison Crisis Still Unresolved
Despite pausing the policy, Burnham faces a difficult challenge.
Officials have warned that prisons in England and Wales remain close to maximum capacity and could run out of space within months without reforms or additional capacity. The review therefore seeks to balance public safety with the urgent need to address overcrowding.
New 'No 10 North'
Burnham is also expected to work from his newly established "No 10 North" office in Manchester for the first time, part of his pledge to decentralize government and strengthen decision-making outside London. The move reflects his promise to give northern England a greater role in national policymaking.
