Record 37 Countries Present Climate Progress Reports at UN Transparency Session Ahead of COP31

A record 37 countries presented their first Biennial Transparency Reports (BTRs) during the third session of the Facilitative Multilateral Consideration of Progress (FMCP3) at the UN June Climate Meetings (SB64) in Bonn, marking the largest participation since the transparency process was established under the United Nations Framework Convention on Climate Change.

Held from June 10 to 13, the session brought together countries from every continent to present progress on implementing their Nationally Determined Contributions (NDCs), including emissions reduction measures, climate adaptation initiatives and support provided to developing nations. The dialogue is designed to strengthen trust, accountability and international cooperation under the Paris Agreement.


Participating nations included Australia, Brazil, Canada, China, France, Germany, Japan, Malaysia, Mexico, the United Kingdom, Kenya and dozens of others. During the discussions, 25 countries submitted 148 questions to presenting nations, with most focusing on climate mitigation policies, NDC implementation, transparency frameworks, climate finance, technology transfer and carbon markets.

Speaking on behalf of Brazil, COP30 President André Corrêa do Lago said transparency is essential for measuring progress and maintaining the credibility of global climate commitments. Meanwhile, Australia's Climate Change and Energy Minister Chris Bowen highlighted his country's rapid expansion of renewable energy, noting Australia aims to generate 82% of its electricity from renewable sources by 2030.

The formal meetings were complemented by interactive dialogue sessions, allowing delegates to exchange experiences and discuss practical challenges in implementing climate commitments.

UN climate officials said the record participation demonstrates growing momentum behind transparency as a key pillar of the Paris Agreement. The next transparency review session, FMCP4, is scheduled to take place during COP31 in Antalya, Türkiye, where around 40 additional countries are expected to present their progress.
