President Donald Trump has issued a full and unconditional pardon to former Indiana Republican Congressman Stephen Buyer, who was convicted of insider trading and sentenced to 22 months in federal prison in 2023. The pardon was announced by the White House on Friday.
Federal prosecutors said Buyer used confidential information obtained through consulting work to make profitable stock trades ahead of major corporate mergers, including the Sprint–T-Mobile deal and the acquisition of Navigant Consulting by Guidehouse. A jury convicted him on multiple securities fraud counts, and he served nearly two years behind bars before being released in 2025.
In the pardon proclamation, Trump praised Buyer's military service as an Army judge advocate general and his years in Congress, describing his record as “distinguished and highly productive.” Buyer has long maintained his innocence and said the pardon corrects what he called a politically motivated prosecution. The decision came after support letters from dozens of current and former Republican lawmakers urging clemency.
